Richard Horton, MS, JD
Founder & Principal Legal Researcher
​Richard founded Methodical Research, and leads its research operations. Previously, Richard was a Senior Manager in the compliance consulting practice at Crowe LLC, serving the life sciences industry, including pharmaceuticals, biotechnology, and medical devices. Prior to that, Richard held roles in the Legal & Compliance department of Morningstar Inc., a provider of independent investment research, data, analytics and software tools for individual investors, financial advisors, asset managers and institutional clients.
Richard has experience in two Big Four cyber risk & compliance practices (KPMG, EY), is a former applications developer with experience in two information technology consulting practices (HP, IBM) and held a law clerkship in DC's Dept of Insurance, Securities, & Banking, a state-level financial services regulatory enforcement agency while working for the Office of the Attorney General of DC.

During his technology consulting and compliance consulting careers, Richard has served Fortune 500 clients in various sectors and industries including Software, Internet & Technology; Financial Services & Insurance; and Public Sector & Healthcare. Richard has led advisory consulting projects on behalf of Microsoft, Uber, Paypal, Aon, Principal Financial Group, Grainger, the US Dept of Commerce, Ascension Health, and the Advisory Board Company, among others.

Richard holds a masters in MIS from the University of Illinois at Chicago, Liautaud Graduate School of Business, and a juris doctor from the Howard University School of Law. Further, Richard has also completed graduate legal studies (LL.M.) in Trial & Appellate Advocacy, and Information Technology & Privacy Law.
